§ 13.21. Additional procedures.

In any case where the provisions of this chapter may prove to be insufficient to carry into full effect the making of any special assessment, the Council shall provide any additional steps or procedure required to effect the improvement by special assessment in the resolution declaring the determination of the Council to make such improvement in the first instance.
