§ 3.7. Filling vacancies.

If a vacancy occurs in any elective office, the Council shall, within thirty days after such vacancy occurs, appoint a person who possesses the qualifications required of holders of the office in which the vacancy exists to fill such vacancy until the first Monday following the next biennial city election; except that in the case of a vacancy in the office of Municipal Judge, such vacancy shall be filled until the first day of July following such city election; at which time the person elected at such election to fill the vacancy shall qualify and assume the duties of his or her office.

If a vacancy occurs in any appointive office, which office is for a specified term, the Council or the City Manager, as the case may be, shall, within thirty (30) days after such vacancy occurs, appoint a qualified person to fill such vacancy for the balance of the term of such office in the manner required for the appointment of the holder of such office in the first instance.
