§ 3.9. Increase or decrease of compensation.

The Council shall not grant nor authorize extra compensation to any city officer, elective or appointive, to any employee, agent, or contractor, after the service has been rendered or the contract entered into. Nor shall the salary of any city officer, elective or appointive, be increased or decreased after his or her election or appointment, or during the term of office for which he or she was elected or appointed.
