§ 4.1. Municipal council.

The Municipal Council of the City of Alpena is hereby continued as the governing body of the city. Such Municipal Council shall be composed of the Mayor and four Councilmembers of the city, and shall have full power and authority, except as herein otherwise provided, to exercise all the legislative powers conferred upon the city by the constitution and general laws of the State of Michigan and by this charter, including the power to make appropriations and to authorize contracts in accordance with the provisions of this charter. In all cases in this charter where the word "Council" is used, the same shall mean the Municipal Council herein continued and shall be synonymous with the terms "commission," "common council," "board of alderpersons," "governing body," or "legislative body," or any synonymous term, as the same may be used in any state or federal law in referring to legislative or governing bodies of cities.
