§ 14-151. Intent.

  • The city has long recognized the need for increased residential development within its downtown. Support for such efforts are included in the city's 1998 Comprehensive Plan, the 2003 Alpena City Council Vision Statement and Goals, and the 2003 DDA Market Analysis and Downtown Strategic Plan. Each of these documents emphasizes the correlation between downtown housing and the vibrancy and stability of the city's central business district. As a tool to encourage the rehabilitation of existing and the creation of new housing units in the downtown the city has established a neighborhood enterprise zone (NEZ) district in accordance with PA 147 of 1992 (Neighborhood Enterprise Zone Act) with boundaries corresponding with those of its existing DDA district. A requirement of PA 147 is that new or rehabilitated units created under the NEZ meet minimum standards as set forth by the city prior to their being sold.
