No person, corporation, member or members of a co-partnership or firm shall hereafter
carry on the business of dealing in secondhand goods in the city without having first
obtained from the mayor of the city, or his legally designated representative, a license
authorizing such person, corporation, member or members of a co-partnership or firm
to carry on such business. Such license shall designate the particular place in the
city where such person, corporation, member or members of a co-partnership or firm
receiving such license shall carry on such business, and no person, corporation, member
or members of a co-partnership or firm receiving such license shall carry on such
business in any place other than as designated in the license.
