§ 82-31. Removal of snow, ice and other accumulations.

Each person having the care, either as owner or occupant, of any premises bordered
by a graded or paved sidewalk shall promptly remove all snow and ice from the sidewalk
and keep the sidewalk free from snow, obstructions, encroachments, encumbrances, filth,
and other nuisances. No owner or occupant of any premises, their agents or employees,
shall push, place or deposit any snow or ice from any private premises into the right-of-way
of any street, alley, or highway within the city. When any such snow or ice shall
be found to have been pushed, placed or deposited in such right-of-way of any street,
alley or highway, it shall be prima facie evidence that the owner or occupant of the
premises bordering such street, alley or highway caused such snow or ice to be placed
there. Further, the owner or occupant of premises adjacent to the right-of-way of
any street, alley or highway onto which snow or ice has been pushed, placed or deposited
shall be liable for violating the provisions of this section, regardless of whether
he pushed, placed or deposited such snow or ice himself or whether such snow or ice
was pushed, placed or deposited in such right-of-way by an agent or employee of such
owner or occupant.
