No person shall construct, operate, use, or maintain, or cause to be constructed,
operated, used, or maintained, any trap door, coal hole, sidewalk elevator opening,
vault, stairway, or other sidewalk opening, or underground structure in, on, above,
or below the public sidewalks or alleys in the city, without first obtaining a written
permit therefor from the city manager.
