Any discharger who is found to have violated an order of the city or who has failed
to comply with any provisions of this division, and the regulations, or rules to the
city (or permit under the article), shall, upon conviction, be punished by a fine
of $1,000.00 per day for each day the violation occurs. Each day on which a violation
shall occur or continue, shall be deemed a separate and distinct offense. In addition
to the penalties provided in this section, the city may recover reasonable attorney's
fees, court costs, court reporter's fees and other expenses of litigation by appropriate
suit at law against the person found to have violated this division or the orders,
rules, regulations and permits issued under this division.
