The following streets and portions of streets are hereby established as through streets in the city:

First Avenue, from Chisholm Street north to the municipal parking lot on River Bank at the rear of the Alpena Armory.

Second Avenue, from Chisholm Street north to Wessel Road (controlled by traffic signals at Park Place and River Street and Miller Street).
