Article IV. DESIGN STANDARDS  


(1) GENERAL REQUIREMENTS:

(a)

Streets shall conform in effect to the master plan as adopted.

(b)

When held appropriate by the commission, open spaces suitably located and of adequate size for parks or other public use shall be dedicated to the city.

(c)

If a tentative layout for the area has been made by the city engineering department, the street layout shall be in general conformance thereto.

(d)

In cases where variations and exceptions from the dimensional standards, improvement requirements and open space requirements are deemed necessary, said variations shall be recommended by the commission to the governing body.

(e)

Every subdivision shall have a dedicated means of ingress and egress.

(2) STREETS:

(a)

Right-of-way minimum widths:

(1)

Parkways 100 feet.

(2)

Major streets 80 feet.

(3)

Local streets 66 feet.

(4)

Alleys and service drives 20 feet.

(5)

Walkways 10 feet.

(6)

Easements 12 feet total.

(b)

Culs-de-sac (courts):

(1)

The maximum length shall be 500 feet.

(2)

The terminal shall be a circular area with a minimum diameter of 120 feet.

(3)

The minimum right-of-way shall be 66 feet.

(c)

Streets shall intersect one another at right angles or as nearly at right angles as conditions permit.

(d)

Street layout shall be in conformity with a plan for the most advantageous development of adjoining unplatted or developed area and shall provide for access to such areas.

(e)

Dead-end streets shall be accepted only when the street will be extended in the future.

(f)

Wherever there exists, adjacent to the tract to be subdivided, a dedicated or platted and recorded half-width street or alley, the other half-width shall be platted.

(g)

Alleys shall be platted in all business districts. Alleys shall not be accepted in residence districts unless specially required by the commission.

(h)

Streets located over areas of unstable material shall be excavated to solid footing and backfilled with materials suitable to the city engineer.

(3) BLOCKS:

(a)

No block shall be more than 1,000 feet in length, except where, in the opinion of the commission, conditions justify a departure from this maximum. In blocks over 900 feet in length, the commission may require at or near the middle of the block a walkway and/or easement for public utilities.

(b)

The number of intersecting streets along highways and major streets shall be held to a minimum; wherever practicable, blocks along such traffic way shall not be less than 1,320 feet in length.

(4) LOTS:

(a)

Lots shall conform in width and area to the zoning district in which the subdivision is located.

(b)

Double frontage lots should be avoided.

(c)

Side lot lines shall be approximately at right angles to the right-of-way line of the street the lot faces.

(d)

Every lot shall abut on a public street.

(5) MINIMUM PAVEMENT WIDTHS:

(a)

Major streets 36 feet face to face of curb.

(b)

Local streets 31 feet face to face of curb.

(c)

Parkways 24 feet face to face of curb.

(d)

Culs-de-sac 31 feet face to face of curb.

The pavement of the turning circle of culs-de-sac shall have a 30-foot radius to the inside curb, and a pavement width of 20 feet face to face of curb.
